Drawings for planning permission, borough by borough
Drawings for planning permission are sent to the council that covers your home, whether that is Greenwich, Hackney, Lewisham, Bromley or any other London borough. Greenwich, Bromley and the rest: one process, many councils
A planning application is made to the local council, usually through its website, and the council that decides is the one for the address. Greenwich, Bromley and Camden follow the same national rules as every other borough, and each has its own page here: Greenwich, Bromley and Camden.
What changes from borough to borough is the local list of extra information a council can ask for, and the character of the housing it is protecting. A flat conversion in an inner borough and a rear extension on an outer-suburban semi are different conversations, even though both use the same application form.
How London's councils have been deciding
In the four quarters to 2026 Q2 the 33 London councils made 23,967 householder decisions and granted 86% of them. Across all types of application they decided 52,543. At appeal, the picture is different: of the appeals the Planning Inspectorate decided on London council decisions between 2021 and 2026, 33% were allowed.
These percentages come from our analysis of the planning application statistics and the Planning Inspectorate casework database. They are records of what happened, and they say nothing certain about a new application.

Article 4 directions: the rule that changes what you can build
An article 4 direction withdraws specific permitted development rights in an area, so work that would otherwise need no application does need one. Our analysis of the national dataset finds 1,161 live article 4 entries across the 18 of the 33 London councils that have any entry. Because the register is incomplete, treat that as a minimum.
Ask your council whether your street is covered before you decide a project is permitted development. If you are unsure which route applies, lawful development certificate drawings are how we help prove it.
What you pay: our fee and the council's
Our fixed fee for householder planning drawings starts from £745. It includes the survey, the drawings, the design statement and the submission. The council charges its own fee: from 1 April 2026 a householder application to enlarge, improve or alter a single dwellinghouse costs £548.
National guidance says a Design and Access Statement is required for major development, some development in conservation areas and World Heritage Sites, and listed building consent applications. The legal limit for a decision on a non-major application is 8 weeks. The guidance on valid applications is on GOV.UK.
