HMO licence plans for Ealing landlords, with the current designation due to end
Ealing's additional HMO licensing covers the whole borough and its designation is due to cease on 31 March 2027. Whether you are applying now or planning for what follows, the application rests on the same thing: an accurate layout and a room-by-room schedule. We draw both for a fixed £495.

The designation and its end date
The council's designation of an area for additional licensing says it was made on 21 December 2021 and came into force on 1 April 2022. It says the designation shall cease to have effect on 31 March 2027, or earlier if the council revokes it, and that it applies to the whole area of the London Borough of Ealing.
What happens after that date is the council's decision, and we have not confirmed it, so check its licensing pages before you plan around it. Work from the council's current page, not an older fee sheet.

Who the additional licence covers
The council's types of property licences page says the additional scheme was adopted from 1 April 2022 and is meant to ensure that landlords who own and manage HMOs occupied by unrelated households are licensed. It covers HMOs with three or four unrelated individuals that do not need a mandatory licence.
Ealing also runs selective licensing for single-household lets in named wards: East Acton, Southall Broadway and Southall Green from 1 April 2022, and a further set of wards from 3 January 2023. Those are not HMO cases, so plans of this kind are for the shared houses.

The national conditions say a bedroom for one person over 10 must be at least 6.51 square metres, and a room below 4.64 square metres cannot be used for sleeping.
What the fee sheet charges on
The council's published licensing fees sheet describes the additional HMO licence as a fixed fee plus a charge per habitable room. We do not quote the figures here, because the sheet changes by year; confirm the current amount with the council before you budget.
Because the charge depends on the number of rooms, a schedule that lists each bedroom and its area is the document the fee is worked from, and the council's fees are paid to the council on top of our fixed fee.
Room sizes behind the schedule
The national conditions say a bedroom for one person over 10 must be at least 6.51 square metres, and a room below 4.64 square metres cannot be used for sleeping. Our schedule sets each measured bedroom against those figures so that a shortfall is found before the application, not at the inspection.
