What Brent now licenses

On its property licensing page the council says its additional HMO licensing scheme came into force on 2 February 2026 and covers privately rented properties occupied by three or four people from two or more households, section 257 HMOs unless exempt and HMOs in certain purpose-built blocks of flats.

Selective licensing runs separately. Designation 1, in force since 1 August 2023 for five years, covers Harlesden and Kensal Green, Dollis Hill and Willesden Green. Designation 2, in force since 1 April 2024, covers the other 18 wards excluding Wembley Park.

The form wants data, so the plan should carry it

Among the information the page lists for mandatory and additional licences are room categories such as bedroom, bedsit or self-contained flat, the size of each room in square metres, the number of each room type, and the number of cooking facilities in each communal kitchen. It also lists the location and description of all rooms. The page does not mention a floor plan.

That is a reason to draw one anyway. The numbers you type into the form come from somewhere, and a measured plan with a room table is the place that makes them consistent. If the council queries a bedroom, you can show it.

The national conditions say a bedroom for one person over 10 must be at least 6.51 square metres, and a room below 4.64 square metres cannot be used for sleeping.

Fees, and the part that is not refunded

The council's table, current from 2 February 2026, lists an additional licence at £1,040, with Part 1 of £540 payable on application and Part 2 of £500 on grant. A selective licence is £640. A mandatory licence is £1,040 plus £25 per habitable room over the first five. Renewal of an additional licence is £940.

Part 1 is non-refundable whether or not the application succeeds. A £40 discount applies for membership of the London Landlord Accreditation Scheme, with proof, and in-person help completing the application costs £100. If Part 2 is not paid within 28 days of the council's request, the application is cancelled without a refund. The council's fees are separate from ours and are paid to the council.

Room sizes behind the schedule

The national conditions say a bedroom for one person over 10 must be at least 6.51 square metres, and a room below 4.64 square metres cannot be used for sleeping. Our schedule sets every measured bedroom against those figures, which is the check you want done before the first payment goes in.
