Heritage statement for Islington, with condition and schedule built in

Islington's validation list does not stop at significance. For listed building consent the written statement must also analyse the current condition of every element affected and include a schedule of all works with the materials and methods to be used. We write to that list for a fixed £595.

What the validation list says goes in

Islington's local validation requirements (April 2024) say that for a listed building consent application the heritage statement is a written statement including an analysis of the significance of the listed building and any other heritage assets affected, such as a conservation area, including its setting and the current condition of all elements to be affected.

It also has to include a schedule of all works proposed and a specification of the materials and methodologies to be used. That makes it closer to a survey-and-method document than a general essay on the building's history, and it is the reason a statement written without site measurements usually disappoints.

Every price is the full fixed fee you pay. No VAT is charged. Council application fees are paid to the council separately.

What you get

  • An analysis of the significance of the listed building and other heritage assets affected
  • The setting of the building and how the work relates to it
  • The current condition of each element to be affected
  • A schedule of all works with the materials and methods to be used
  • Reference to the conservation area where the building sits in one
  • A statement that sits beside your drawings
The statement Islington's list describes
  1. Research the building

Listing entry, history and surviving fabric.

  2. Assess condition

Each element the work touches, as it is now.

  3. Analyse significance

The building, its setting and any conservation area.

  4. Schedule the works

Every operation with its materials and method.

  5. Justify the change

Impact on significance, set against the benefits.

The same list says applications to remove or vary a listed building consent condition may also need a statement analysing significance and justifying the change. If an earlier consent left you with a condition that no longer suits the building, say so when you send the address, because it is a different case from a new alteration.

Conservation areas and Article 4(2)

The council's conservation areas page says there are currently 42 conservation areas in Islington. It says planning permission is needed for total or substantial demolition of any building in one, and that you may need permission for minor alterations such as roof changes or dormer windows.

It adds that under Article 4(2) Directions, which apply to some properties, you may need permission for minor changes like replacing external doors and windows. A statement for a house in one of those areas has to deal with the area and the direction, not only the building.

Trees and works in conservation areas

Separately, the council says you must give six weeks' written notice before pruning or felling a tree in a conservation area. A heritage statement will not cover a tree, but the notice belongs in the same plan of work.

Our fixed fee

Our fixed £595 covers the statement. The council recommends pre-application advice because the scope varies with each application. If you also need the drawings, listed building consent drawings are a separate fixed-fee service, and government guidance says there is no fee for the application itself.
