Haringey Council planning guide: what the August 2024 list and the 2017 policies ask of your drawings

Haringey asks for more neighbour detail on a set of house drawings than most councils: the adjoining property shown 5 metres beyond the boundary on every floor plan, and photographs backed by a signed statement. Its extension policy, DM12, dates from 2017, a draft New Local Plan has been out for comment, and a separate SPD governs house extensions in part of South Tottenham. This guide reads the August 2024 validation list with those policies and sorts out which reports an extension, loft or basement in Haringey is likely to need. Start with a planning constraints report for your address, £19.

The 2017 policies your extension is read against

Haringey's Development Management DPD was adopted on 24 July 2017. The council's New Local Plan page says it is still preparing a replacement and consulted on a draft from 10 October 2025 to 19 December 2025, so the 2017 document is the one in force. Our Haringey planning permission page covers drawings for applications in the borough.

Policy DM12 (Housing Design and Quality), part E, says that extensions or alterations to residential buildings, including roof extensions, “will be required to be of a high, site specific, and sensitive design quality, and respect and/ or complement the form, setting, period, architectural characteristics, detailing of the original buildings, including external features such as chimneys, and porches”. Matching or complementary materials are expected. Part G sends applicants to the council's supplementary documents, naming the South Tottenham House Extensions SPD.

Policy DM1 adds the Haringey Development Charter. Its design tests include relating positively to neighbouring structures and, under privacy and amenity, providing “appropriate sunlight, daylight and open aspects” to adjacent buildings and land.

What the August 2024 validation list asks of your drawings

The council's planning application process page links its planning validation checklist, a 40-page PDF headed August 2024, and a site photos declaration form. Alongside the national requirements, its first local item applies to every application: plans need a scale bar and one significant dimension, a drawing number and a note of revisions, and existing and proposed plans “must be set out on the same drawing to enable comparison”. A full set of existing drawings must be provided.

The neighbour rules are what set Haringey apart. Floor plans of each floor, at 1:100 or 1:50, must show the neighbouring property at the same floor level or 5m beyond the boundary, whichever is less, on each side. Elevations must show the two neighbours on each side or 10m for principal street elevations, and the immediate neighbour or 5m for others. Sections must show finished floor and ground levels, including differences in levels within neighbouring properties.

Site photographs need a signed statement confirming they were taken within 21 days of submission, and the council's declaration form is the easy way to supply it. A CIL liability form is also asked for. Our planning drawings and house extension drawings include the neighbour detail in the first set.

South Tottenham: a separate rulebook for house extensions

If the house is in South Tottenham, a second document applies. The council's page on house extensions in South Tottenham says the revised SPD was adopted on 15 October 2013. It aims to promote good design for house extensions, including adequate growing space, architectural unity and overall street character, and applies only to single family dwellings.

The council recommends a roof extension that matches the existing house to provide extra habitable space for large families, with three approved ways to extend at roof level. The area is defined on a map as bounded by Crowland Road to the north, Markfield Recreation Ground and the River Lee to the east, Craven Park Road to the south and Tottenham High Road to the west, excluding the conservation area. The council notes that planning permission is usually needed for the extensions the SPD describes. A loft conversion or dormer there is drawn to the SPD's roof types, and a planning constraints report confirms whether the address falls inside the map.

Conservation areas, Article 4 Directions and trees

Haringey's development in conservation areas page says the council currently uses Article 4 Directions in the Noel Park, Peabody Cottages, Rookfield Estate and Tower Gardens conservation areas. They remove permitted development rights for small changes such as windows and doors, so planning permission is needed for the specified works.

The validation list asks for a heritage statement for work affecting any heritage asset, but excludes householder applications in a conservation area where the floor space created is under 100 square metres. The householder page asks for a design and access statement in a conservation area where 100sqm or more is created, and for an arboricultural impact assessment and method statement for tree works, including works to trees in a conservation area. See heritage statements, design and access statements and tree surveys for planning.

Basements and flood risk

Policy DM18 permits householder extensions to basements and new basements only where the proposal will not harm the structural stability of the building, neighbours or the adjoining highway, will not increase flood risk to the property or nearby properties, and avoids harm to the character of the area. Part B bars habitable rooms in areas prone to flooding with no reasonable means of escape. The validation list asks for a basement impact assessment by a qualified and recognised assessor, and the council's supporting text says the applicant pays for it. A basement feasibility visit comes before drawings.

For flooding, the list asks for a flood risk assessment for new development in Flood Zones 2 and 3, including minor development, and in areas with critical drainage problems. The householder page says to use Environment Agency standing advice in flood zones 2 and 3. Our flood risk assessment page covers the assessment.

HMO conversions: the 2013 Article 4 Direction

A small HMO of 3 to 6 people is normally permitted development, but Haringey made an Article 4 Direction that came into force on 30 November 2013. On the council's HMO Article 4 page, it applies to fourteen listed wards including Harringay, Seven Sisters, Tottenham Hale, West Green and Noel Park, and conversion must comply with Policy DM17. An HMO for 7 or more occupants needs planning permission in all parts of Haringey. Our HMO conversion drawings cover the application and our HMO licence plans the licence floor plans.

Building control and party wall

Haringey's building control service publishes advice on applications, charges and the register, building regulations and inspections, and demolition notices. Our building regulations reports guide sorts the reports by project stage and the building regulations drawings page covers the set that goes to building control.

A shared wall with a neighbour brings in the Party Wall etc. Act 1996, which runs alongside planning. Our party wall services guide explains the notices.
