Check the designation of your plot first
The national planning data platform holds 31 conservation-area entries for Harrow on its national register (our analysis of the MHCLG Planning Data Platform conservation-area dataset). Before sketching anything, use Harrow's conservation area map to find out whether your plot or its neighbours are inside one, because it changes the evidence the council expects. For development of one or more dwellings in a conservation area, government guidance asks for a design and access statement (Making an application).
The conservation area glossary entry and our guide to article 4 directions explain what else a designation can take away.
Reading the borough's numbers
Harrow decided 1,362 planning applications in the four quarters to 2026 Q2 (our analysis of MHCLG planning application statistics, table PS2). That is workload across every type of scheme.
Where a refusal is taken to appeal, 612 planning appeals have been decided since 2021 and 36% were allowed (our analysis of the Planning Inspectorate Casework Database). More than a third succeeding shows that a considered appeal can work. See the planning appeal glossary entry.

How the process runs
You instruct us, we survey or review the plot, and we draw plans, elevations and sections plus location and block plans. Our location and block plans page covers those two plans in detail. The wider package is on the new build drawings page.
Counting from the day after it receives the application, the council has 8 weeks for an application that is not major development, or 13 weeks if it is major (article 34).
Money
Harrow's planning fee is £610 per dwellinghouse for a full application for fewer than ten dwellinghouses, from 1 April 2026. Our drawings are from £1,450, listed with the rest on the pricing page.
