Planning and building regulation drawings in Paddington (W2)

W2 is a district of flats. The wide stucco-fronted terraces around Bayswater and Queensway were built as single houses and have long since been divided, so many owners here are leaseholders, or freeholders of a building with several households, rather than owners of a whole house. Praed Street, Sussex Gardens, Westbourne Terrace and Craven Road are among the roads in Paddington, and Stanhope Terrace, Gloucester Terrace and Gloucester Gardens are among those in Bayswater. Red-brick mansion blocks stand on the streets around Queensway and Westbourne Grove, and the white-stucco terraces and garden squares were laid out north of Hyde Park.

Most projects follow from that stock: reconfiguring a flat, reworking a lower-ground floor, or altering the rear of a terrace that now holds several homes. Freeholder and management-company consent is often needed for anything that touches the structure or the elevations, and it is better to settle that before the drawings are finished than after.

Paddington also holds something unusual, the Hallfield Estate. It is a listed post-war modernist scheme, and it is protected as a conservation area in its own right, so its original design is the protected feature rather than a stucco front. Bayswater, Westbourne and Queensway are conservation areas too, and in all of them rooflines, front elevations and communal garden squares are what the council wants kept intact. We begin each W2 job by identifying which designation applies and who owns what, then draw to suit.

Planning in Paddington: what to know before you apply

Westminster expects a full planning application for most work in W2, and listed building consent as well where a building is listed, because the conservation areas remove most permitted development. Two Article 4 directions matter here in particular. One removes permitted development rights for basement development, so a lower-ground excavation needs planning permission and, under the City Plan basement policy, a basement impact assessment. The other, in the Central Activities Zone, removes the right to convert commercial floorspace to homes without permission. Flats carry no permitted development of their own, and a lease commonly asks for the freeholder's agreement alongside the council's. We resolve those layers before drawing so the application is complete when it is submitted.

Applications are decided by Westminster City Council — its planning pages.

  • A single-storey rear extension up to 4 m deep on a detached house, or 3 m on any other house, is Class A permitted development subject to the height and materials conditions.
  • An Article 4 direction applies here and may withdraw this freedom — the schedule must be checked before relying on it.
  • One or more constraints are unknown — we check the council's registers as part of the free appraisal.
  • Where permitted development applies, a lawful development certificate proves it for lenders and buyers.

FAQ

Paddington (W2) — FAQs

Can I dig out a lower-ground floor under my Bayswater terrace?+
It is possible in principle, but it needs a full planning application because of the Article 4 direction on basement development. Westminster's basement policy also asks for a basement impact assessment and limits the scale of what is allowed. If the building is divided into flats, the freeholder's consent will be needed as well, so we look at both questions together.
Does the Hallfield Estate follow the same rules as the stucco terraces?+
It is handled differently. The estate is a listed post-war scheme and a conservation area in its own right, so the protected feature is the estate's original design rather than a stucco frontage. Alterations that look minor can still need consent, and we check the listing and the conservation area before advising on any change.
