Planning and building regulation drawings in Wembley Park (HA9)

HA9 has two quite different faces. Wembley Park includes the Barn Hill Estate, which Haymills began building in 1932 on the hill above Wembley Park. Its 1930s houses are grouped around greens with mature landscaping, and the combination of buildings and planting is what gives the estate its protected character. Sloping hilltop plots and trees affect how any extension is designed. Barn Rise, Grendon Gardens, The Leadings and Barn Hill are among the recorded streets in Wembley Park.

Wembley proper is more mixed. The residential avenues north and east of the stadium are lined with interwar semi-detached and terraced houses, where rear, side and hip-to-gable loft projects are the common work. Bovingdon Avenue, Flamsted Avenue, Tring Avenue and Berkhamsted Avenue are recorded streets in this part of the district. Around Wembley Park and the regeneration zone the stock turns to denser flatted development, and a flat has no householder permitted development rights, so a flat owner needs an application for any external alteration that materially affects the building's appearance.

Brent has designated the Barn Hill Conservation Area and applied an Article 4 direction to part of it. Street-facing alterations that would otherwise be permitted can need planning permission there, though a like-for-like repair is not development, and in any conservation area roof enlargements, side extensions and rear extensions of more than one storey are outside permitted development. Wembley High Street is a separate conservation area covering historic town-centre frontages. Higher-density context near the stadium also raises design and neighbour-amenity questions on some sites, so a check of the designation and the setting comes before the first sketch.

Planning in Wembley Park: what to know before you apply

Brent controls design strongly in Barn Hill, looking at the estate's greens, building groups and landscaping as well as the house itself, and it applies its Article 4 direction to street-facing elevations in part of the area. Around Wembley High Street the council reads proposals against the historic frontages. On the interwar avenues it expects extensions to respect the consistent semi-detached character and gives weight to neighbour amenity. Brent has also taken away the usual right to turn a family house into a small shared HMO across the whole borough, so letting to unrelated sharers needs planning permission first.

  • A single-storey rear extension up to 4 m deep on a detached house, or 3 m on any other house, is Class A permitted development subject to the height and materials conditions.
  • An Article 4 direction applies here and may withdraw this freedom — the schedule must be checked before relying on it.
  • One or more constraints are unknown — we check the council's registers as part of the free appraisal.
  • Where permitted development applies, a lawful development certificate proves it for lenders and buyers.

FAQ

Wembley Park (HA9) — FAQs

Does Barn Hill need planning permission for a front window or door change?+
In the part of the conservation area covered by Brent's Article 4 direction, a street-facing window or door that changes the design or material needs an application. A like-for-like repair or replacement is not development. We confirm whether your house is inside the direction's boundary before recommending anything.
Can I convert a loft on a Wembley interwar semi?+
It can be, as a hip-to-gable or rear dormer under permitted development, where the house is not in a conservation area and the limits are met. A flat is different: it has no householder permitted development rights, so any loft work that alters the roof needs an application.
