Planning and building regulation drawings in Wealdstone (HA3)

HA3 covers three places with quite different histories. Wealdstone grew up as a railway and factory town, and its Victorian and Edwardian terraces were built as worker housing, with narrow frontages, long slim back gardens and shared party walls. Interwar semis fill the outer roads. Montrose Road, Risingholme Road, Adderley Road, Fisher Road, Hibbert Road and Aberdeen Road are among the recorded streets. Rear and side-return extensions and loft conversions are the projects those compact terraces lend themselves to.

Kenton is a 1930s suburb on the Harrow and Brent boundary, made up of interwar semi-detached houses and short terraces. Draycott Avenue and Windermere Avenue are two of its recorded streets. Plots are regular and the rear gardens modest to generous, which suits a single-storey addition. Because the borough line runs close, we confirm which council an address belongs to before preparing anything. Mount Stewart and Northwick Circle are conservation areas protecting pockets of planned layout, and we confirm which council's designation applies to them.

Harrow Weald is a different proposition again. West Drive and Bellfield Avenue carry inter-war Domestic Revival houses, larger detached homes sit on the slopes around Brookshill and Old Redding, and Green Belt land and Harrow Weald Common press on the northern edge. Three conservation areas are recorded here, including Brookshill Drive and Grimsdyke Estate, where an Article 4 direction removes permitted development rights, so external alterations there can need an application. In any conservation area, roof enlargements, side extensions and rear extensions of more than one storey are also outside permitted development.

Planning in Wealdstone: what to know before you apply

Across HA3 Harrow applies its householder design guidance together with the national permitted development limits, which govern depth, height and coverage. In Wealdstone we know of no area-specific Article 4 direction or conservation area, and where an application is needed the council reads proposals against the run of neighbouring terraced houses: matching brick or render, roof tiles and the rhythm of the frontage matter, and party-wall relationships and overshadowing are central to neighbour amenity. In Kenton the conservation areas and the borough boundary add further checks, and in Harrow Weald the conservation areas, the Green Belt and Harrow Weald Common do the same. A flat anywhere in HA3 has no householder permitted development rights. The borough also controls HMO conversions through Article 4 directions in designated wards, a separate question from an extension.

  • A single-storey rear extension up to 4 m deep on a detached house, or 3 m on any other house, is Class A permitted development subject to the height and materials conditions.
  • An Article 4 direction applies here and may withdraw this freedom — the schedule must be checked before relying on it.
  • One or more constraints are unknown — we check the council's registers as part of the free appraisal.
  • Where permitted development applies, a lawful development certificate proves it for lenders and buyers.

FAQ

Wealdstone (HA3) — FAQs

Can I build a side-return extension on my Wealdstone terrace without full planning permission?+
Sometimes. No local Article 4 direction narrows the national limits in Wealdstone, so permitted development can cover a modest single-storey rear or side addition. A side return on a narrow plot is limited by width, height and the party walls, so we measure carefully and confirm the route before drawing.
Is Kenton in Harrow or Brent?+
Both, depending on the street. The suburb straddles the boundary, so the planning authority differs from house to house. We check the address against the council boundary and the Mount Stewart and Northwick Circle conservation areas first.
