Planning and building regulation drawings in Sutton (SM1)

SM1 is the centre of Sutton, and its housing is varied. Polychrome-brick Victorian frontages line the High Street crossroads. Large detached and semi-detached Edwardian villas stand around Landseer Road. Benhilton has Arts-and-Crafts garden-suburb cottages, and Grove Avenue carries a run of maisonettes from the interwar years, some modernist, some half-timbered. Bridgefield Road, Cheam Road and Meadow Close are among its other streets. Each of these groups has its own detail for new drawings to respond to.

That is why a project in SM1 begins with a question about the address rather than the brief. Around Landseer Road the villas are finely detailed and stand on tightly defined plots, so side and rear additions are closely scrutinised, and facing materials and detailing are protected. In the garden suburb the cottages were planned as a group, and the council protects the group. Whether a loft conversion, rear extension or flat alteration can go ahead, and how far, depends on which designation covers the street.

Four conservation areas cover the town: Sutton Town Centre High Street Crossroads, Landseer Road, Sutton Garden Suburb and Grove Avenue. There is also an Article 4 direction on the Sutton Garden Suburb, so a lot of ordinary work needs checking before anyone sketches.

Planning in Sutton: what to know before you apply

Sutton asks that householder extensions respect the setting, and in SM1 the strongest controls are the conservation areas and the Sutton Garden Suburb Article 4 direction. That direction, confirmed in 2007, withdraws permitted development rights for alterations and additions to houses on Meadow Close, Woodend, Hawthorne Close, Horse Shoe Green, Oaks Close and Greenhill, so even small changes to the front need planning permission. In any conservation area, roof enlargements, side extensions and rear extensions of more than one storey are not permitted development. Other directions are reported for SM1, on converting town-centre offices to homes, on small HMOs for three to six unrelated sharers and on certain roof alterations, but their current status is not confirmed, so we check with the council which of these apply to your address. Flats have no householder permitted development rights. We check each address against the council's maps before choosing a route.

  • A single-storey rear extension up to 4 m deep on a detached house, or 3 m on any other house, is Class A permitted development subject to the height and materials conditions.
  • This council does not publish its Article 4 directions to the national register, so the schedule is confirmed with the council first.
  • One or more constraints are unknown — we check the council's registers as part of the free appraisal.
  • Where permitted development applies, a lawful development certificate proves it for lenders and buyers.

This is a first-pass indication from the national rules, not planning advice for your property. Your council's registers, any Article 4 schedule and the exact dimensions decide it — the free appraisal checks all three before we recommend a route.

FAQ

Sutton (SM1) — FAQs

Do I need planning permission to change my windows or front door on Meadow Close?+
Very likely, yes. The Sutton Garden Suburb Article 4 direction removes the permitted development rights that would normally cover small alterations to the outside of a house, and that includes changes at the front. Like-for-like repair is a different matter and is not development. We confirm what counts as a change before advising.
Can I extend a Landseer Road villa to the side or rear?+
It may be possible, but not as of right for most of that work. The villas sit inside the Landseer Road conservation area, where side extensions and rear extensions of more than one storey need a planning application, and the council examines facing materials and detailing closely. A single-storey rear extension may still fit permitted development, and we check first.
