Planning and building regulation drawings in Bromley (BR1)

BR1 is Bromley town itself, where an older commercial core meets residential streets that are mostly Victorian and Edwardian. Around the pedestrianised Market Square and the High Street the fabric is commercial and mixed, so a project there can be a shopfront or a change of use rather than a family extension. Away from the centre the picture turns residential: tighter Victorian terraces nearer the station, then big Edwardian villas, some detached and some in pairs, on wide and mature plots towards Bickley. Sundridge Avenue, Mavelstone Road, Page Heath Lane and Widmore Road are among the district's streets.

The villa plots come with generous gardens, which gives room to think about rear and side additions or a garden building. The terraces nearer the centre have less room, so the questions become how far a rear extension can run before it affects the neighbours and how a roof alteration reads from the street. Mature trees are part of the villa settings as well, and tree works can need consent, so a foundation near a root zone or a tree that would have to come down is worth raising before a design is fixed.

Three conservation areas lie in the district: Bromley Town Centre, Sundridge Avenue and Mavelstone Road. Whether a house sits inside one is the first thing we establish, because it decides which rights you start with. Streets such as Page Heath Lane are checked individually rather than assumed either way, and the answer goes into the drawings before anything is submitted.

Planning in Bromley: what to know before you apply

Bromley has no borough-wide Article 4 direction aimed at ordinary householder work. What actually limits householder work is conservation-area control here in BR1, with green-belt policy mattering more on the borough's outer edges. We have found no householder Article 4 here, though the council's conservation map is the document to confirm against. Inside a conservation area, roof enlargements, side extensions and rear extensions of more than one storey are not permitted development, so they need a full householder application. Flats have no householder permitted development rights at all. An application needs an ownership certificate or notice served on the owner, which is a different thing from the freeholder's consent. Building regulations run alongside whichever route applies.

  • A single-storey rear extension up to 4 m deep on a detached house, or 3 m on any other house, is Class A permitted development subject to the height and materials conditions.
  • This council does not publish its Article 4 directions to the national register, so the schedule is confirmed with the council first.
  • One or more constraints are unknown — we check the council's registers as part of the free appraisal.
  • Where permitted development applies, a lawful development certificate proves it for lenders and buyers.

FAQ

Bromley (BR1) — FAQs

Do I need planning permission for a loft conversion on a villa near Sundridge Avenue?+
If the house sits inside the Sundridge Avenue or Mavelstone Road conservation area, enlarging the roof is not permitted development, so a householder application is needed. Outside a conservation area a rear dormer on a house may fall within permitted development, subject to the usual limits. Building regulations approval is required either way, and we confirm the designation first.
Can I extend a flat above a shop in the town centre without an application?+
No. Flats have no householder permitted development rights, so an extension or any external change that materially alters the building's appearance needs an application. Purely internal works are not development. Inside the Bromley Town Centre conservation area the council also looks at how the change sits within the historic setting, which is why the drawings carry more detail there.
